Position Summary

As the Manager of Programs of Operational Controls, you will report to the Sr. Director of Project Delivery and work closely with a team of Project Managers working with two primary products, Terabase Construct and Terabase SCADA, who are responsible for the execution of multiple, simultaneous customer projects at various stages in the design, production, and deployment cycle. You will be responsible for overseeing the cost and schedule performance of all SCADA and Construct projects including the development, implementation, and maintenance of project budgets, schedules, resource plans, and risk/opportunity management. For scheduling, you will ensure project timelines are accurately planned, monitored, and adjusted as necessary to meet project objectives and deadlines.

For cost controls, you will ensure project budgets are accurate by leveraging historical actuals and established complexity factors, ensure labor and material estimates and forecasts are accurate given the status of each project, and perform cost performance reviews with the project management team. You will work to ensure all schedules are realistic, labor and material budgets are managed, resources are effectively allocated, and potential risks are proactively managed.

You will be responsible for building and leading a team of cost & schedule associates, driving continuous improvement initiatives to enhance project performance and forecasting accuracy and improve overall operational efficiency across projects. Your primary scope includes developing and maintaining an Integrated Master Schedule for each project as well as an Integrated Master Plan enabling visibility and management of each project and the Program critical path(s), potential resource constraints, and detailed management of the sub-tasks within each project milestone.

Additional scope includes the development of a cost performance tool to enable recurring cost performance & estimate at complete reviews with a team of project managers. You should demonstrate professionalism in all interactions with internal and external stakeholders and a meticulous approach to tasks, ensuring accuracy and thoroughness in all aspects of work, from data entry to project execution, to maintain high-quality standards and minimize errors.

Responsibilities

Cost & Schedule Development & Management

  • Prepare, develop, and coordinate the integrated master plan and integrated master schedules to ensure successful execution across each project and program objectives
  • Ensure all project schedules and the master Program schedule is integrated across all business unit functions including product engineering, procurement, quality, commissioning & warranty, and operations
  • Manage all project schedules, perform risk analysis, identify and resolves critical path and network logic conflicts
  • Implement and maintain Earned Value Management and other project management techniques to manage and assess progress to identify performance variances and facilitate focus and intervention on critical areas
  • Implement and maintain Estimate At Complete (EAC) forecasting process and tool to enable resource planning across projects and conduct regular cost variance reviews to assess project financial health and funding status

Team Leadership & Management

  • Management and oversight of a team of US and international team members comprised of Project Schedulers & Planners including task and resource management, project and task prioritization, performance management, and compensation reviews.
  • Lead and Mentor Cost & Scheduling Team: Supervise a team of schedulers and planners, providing guidance, training, and performance feedback to ensure team effectiveness.
  • Collaborate with the business unit leadership team to develop and implement team goals and key initiatives and manage day-to-day operational needs with larger, strategic objectives to advance the product and service offerings

Process Improvement

  • Identify and address gaps in processes and procedures, resulting in improved, streamlined workflows.
  • Collaborate with other departments on operational requirements needed to meet customer deliverables and departmental priorities.

Reporting & Management of KPIs

  • Monitor and track performance and health for each project for both Cost and Schedule Performance indices (CPI and SPI, respectively) and develop regular reports highlighting root causes of performance variances
  • Provide support for the management of key performance indicators (KPIs) across the business unit providing objective measurement and improvement thereof project operations.

Minimum Qualifications

  • Bachelor’s degree in engineering, business management, energy, or related field.
  • PMI Project Management Professional (PMP) certification
  • Advanced skills in MS Project and detailed development of an IMS, IMP, and EVM tools.
  • Advanced understanding of Earned Value Management (EVM) tools and best practices and ability to set up and lead the implementation.
  • 6+ years’ experience working as a project manager in the solar or renewable energy industry, heavy construction, or aerospace industry.
  • Proficiency in project management tools/software such as MS Project, Salesforce, etc.
  • Excellent time management and ability to execute multiple projects simultaneously.
  • Strong communication, customer relationship skills, and ability to communicate effectively and interact within a team environment.
  • Advanced or expert skill level in MS Suite of software (Outlook, Excel, PowerPoint, etc.)
  • Experience leading a small team and working with remotely distributed colleagues.
  • Willing to work in Hybrid (Home/Office) setup and work with minimal supervision.
  • Travel up to 20% of the time, primarily US-based headquarters in Northern California.
